The General Services Administration, Region 1 Public Building Services, Acquisition Management Division in support of Central Office, Office of Real Property Disposition (RPD) is issuing this RFI to obtain responses from all (not only Small Businesses) interested and qualified firms that can successfully provide the services described herein. This RFI is issued solely for information and planning purposes.

It does not constitute a Request for Proposal (RFP), Request for Quote (RFQ) or a promise to issue an RFP or an RFQ in the future. This RFI does not commit the U.S. Government (Government) to contract for any service whatsoever. Further, the Government is not at this time seeking proposals or quotes and will not accept unsolicited proposals or quotes.

GSA’s objective is to obtain responses from the real estate services community, including brokerage companies and consulting firms, who are potentially interested in representing the Government as seller’s broker. GSA's Office of Real Property Disposition assists state and local governments, eligible public institutions, and non-profit organizations in acquiring real property that is surplus to the needs of the Federal Government.

Surplus properties that are not conveyed to eligible recipients for public purposes are sold by GSA to private individuals and companies by competitive bid. RPD’s goal is to balance benefits to local communities and maximize returns to taxpayers to move unneeded Federal property to productive—and often tax-generating—use. RPD has several options to offer properties for sale including via sealed bid, oral outcry, and online auction through realestatesales.gov.

Through this RFI, the Government is seeking to understand how the private sector may add value by supplementing RPD’s existing sale methods and/or operating as a more traditional seller’s broker on behalf of the Government. The Government may use the information provided in response to this RFI for planning purposes and for making strategic decisions regarding the language of a final Performance Work Statement and solicitation for real estate brokerage services.
