This is a Request for Information (RFI) for installation services for the overhaul and upgrade of an existing PDS on Joint Base Elmendorf-Richardson, Alaska. THIS IS AN RFI ONLY, THIS IS NOT A SOLICITIATION FOR PROPOSALS AT THIS TIME. the 673d Contracting Squadron (673 CONS) is hereby requesting information from industry in the provision of installation services to ovehaul and upgrade an existing PDS on JBER, Alaska. The purpose of this notice is to:

1. Determine if capable and interested sources exist.

2. Invite industry feedback concerning the attached draft Performance Work Statement (PWS).

3. Request industry review and responses to the attached questions. The Government anticipates issuing an official solicitation for this requirement in the next 90-180 days.

Scope of Services: The contractor shall provide contract capabilities as specified in this PWS to overhaul and the existing PDS spanning from the basement through to the third floor of BLDG 9840. This service will include the removal of old single-strand fiber and installation of new high-density Multi-Fiber Push On (MPO) or Multi-Fiber Push on (MTP) cables and the associated cables and distribution panels running from the communications room to the end-user lockboxes.

This will also include the retip of existing fiber lines that are not being replaced from the Mechanical Transfer Registered Jack (MTRJ) to the Lucent Connector (LC). This will alleviate the oversaturation of the existing conduit and allow for future installation of fiber.

The Contractor will be responsible for installing any new PDS conduit/piping and distribution boxes for the PDS system as needed, removal and disposal of all fiber optic cabling, resplicing new fiber connectors, and install all new MTP/MPO fiber, distribution panels, and connectors.

All installed equipment utilized must be DoD Approved and Joint Interoperability Tech Command (JTIC) certified and installed in accordance with Air Force Systems Security Instruction AFSSI 7703 and National Security Telecommunications and Information Systems Security Instruction (NSTISSI) No. 7003. All work areas will be returned to their former appearance and cleared of all dust/debris/dirt.

Interested and qualified contractors are invited to respond to this RFI via email that would include notice of interest, answers to the attached questions, and any feedback on the attached draft PWS. Industry responses to this RFI are due by 1000 Alaska Standard Time on 11 Feb 2025. Any information contained herein is subject to change; any updated information will be provided in future announcements and posted electronically on the Contract Opportunities section of the System for Award Management (SAM) website at https://sam.gov/ The Government shall not reimburse the costs of preparing responses to this notice. In addition, this announcement shall not be construed as a commitment by the Government to issue a solicitation or contract award.
