This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available, and email requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements.

The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service (NESDIS), and the Office of Atmospheric Research (OAR) intend to negotiate on a sole source basis with NV5 Geospatial Solutions, Inc. (formerly Harris Geospatial Solutions). The proposed contract action is for the renewal and expansion of Interactive Data Language (IDL) software licenses, including maintenance and support.

IDL is a proprietary programming language and environment. NESDIS and OAR currently utilize IDL to support critical missions involving complex data visualization. The current contract expires on May 31, 2026, and continued access to this specific software is required to maintain operational continuity and support existing scientific workflows. This purchase will be made under the authority of FAR 13.501(a), which implements 41 U.S.C.

1901, Simplified Procedures for Certain Commercial Products and Commercial Services. NV5 Geospatial Solutions, Inc. is the sole developer and proprietary owner of the IDL software. Interested parties may identify their interests and capability to respond to this requirement in accordance with the posted opening and closing dates. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.

Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
