NOTICE OF INTENT TO AWARD A SOLE SOURCE TO PARTNERSHIP FOR PUBLIC SERVICE (PPS) FOR THE OFFICE OF SECRETARY LEADERSHIP TRAINING AT CONTRACTORS SITE

The Department of Housing and Urban Development, Office of the Chief Procurement Officer, 801 N. Market Street, Philadelphia, PA 19107 intends to award a sole source purchase order (as prescribed in FAR 13.106-1(b)(1)) to Partnership for Public Service INC, located at 600 14TH ST NW STE 600, Washington, District of Columbia 20005-2028 for OSEC leadership training for forty of HUD executive members at PPS location on June 20, 2024. PPS is the only provider who can provide services as requested given HUD’s urgency, which has been initiated by an impending presidential transition and an unforeseen internal leadership transition.

Further, PPS is a uniquely non-partisan organization with significant experience aiding cabinet-level secretaries across the federal government and preparing federal agencies for transition of administrations which cannot be found in other sources with leadership training. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, any responsible firm that believes it can meet the requirements may give written notification and capability statements prior to the response due date and time.

Vendors shall indicate if they are the direct supplier of services. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements and must include relevant corporate experience along with the applicable contract number, total contract dollar amount, contract period of performance, details of the relevant services and customer point of contact with corresponding telephone number and email address.

Responses received will be considered; however, a determination by the Government not to compete the proposed procurement based on responses to this notice is solely within the discretion of the Government.
