Introduction & Background: The Pantex plant is located just east of Amarillo, Texas. It is a Department of Energy (DOE) National Nuclear Security Administration (NNSA) national security site, managed and operated by Consolidated Nuclear Security, LLC (CNS). CNS is seeking interested parties for a maximum five-year contract for a subcontract to provide "Designated Psychologist" psychological services.

General Scope Description: The term "Designated Psychologist" is derived from 10 CFR 712 and requirement which refer to the Human Reliability Program (referred to as HRP in the following paragraphs). Only psychologists formally approved by the Department of Energy may serve as a Designated Psychologist Consolidated Nuclear Security, LLC (CNS) is under contract with the Department of Energy (DOE) to operate the Pantex Plant located near Amarillo, Texas.

As the Management and Operating (M&O) contractor for the Pantex Plant, CNS has the responsibility for providing psychological services under the relevant DOE guidance. As part of this responsibility, it is imperative to ensure the availability of a Designated Psychologist who can review the psychological qualifications for those individuals covered by the HRP and/or security program and clear them from a psychological standpoint for entry into those positions.

It is the objective of CNS is to assure compliance with all requirements for meeting federal regulation, state regulation and DOE orders to provide psychological service programs at the Pantex Plant. Must have: • Licensure by the Texas State Board of Examiners of Psychologist as a Licensed Psychologist. • Have a valid, unrestricted state license to practice psychology. • A Ph.D . or Psy.D in clinical psychology.

The successful candidate shall have accumulated a postdoctoral clinical experience with a major emphasis in psychological assessment and testing. Expressions of interest and capability statements will be due on June 3, 2024.
