The American Embassy in Baghdad is planning to contract with Strategic News International, Inc. (SNI) for subscription products and services related to Iraq and its oil market. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
This acquisition is justified under Other than Full and Open Competition under the authority of FAR 13.106-1(b) due to the unique qualifications of SNI in providing critical information on geopolitical factors affecting Iraqi oil and broader geopolitical and economic dynamics, all of which influence not only Iraq's domestic economy but also regional stability. The contract will result in award of Purchase Order for subscription products and access to in-depth coverage on geopolitical factors affecting Iraqi oil. The specific services include:
Iraq Oil and Financial dataset with over 100 monthly data points tracking oil production, exports, electricity generation, and finances in both federal Iraq and the Kurdistan region. Granular data and analysis tracking Iraq's southern exports (Basra Crude Export) for traders, refiners, shippers, and market watchers. A field-by-field view of the Kurdistan oil patch, including monthly exploration, drilling, and production data. This notice is not a request for competitive proposals.
However, interested parties who believe they can fulfill this requirement may submit a capability statement. Submissions must be received by the Response Deadline noted above and sent via email to BaghdadGSOProcAgt5@state.gov. Capability statements must include:
Company name, address, and Unique Entity ID (UEI). Point of contact details. Documentation proving the firm can meet the exact technical and delivery criteria specified without creating unacceptable delays or cost duplications. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
