93 Ada Estate Painting and Roof Repair

The U.S. Embassy Dar es Salaam is seeking your technical proposal and pro forma cost estimate for painting and roof repair of the residence located at 93 Ada Estate, Masaki, Dar es Salaam, as detailed in the Scope of Work (SOW). The U.S. Government (USG) intends to award a contract to the responsible company that submits a technically acceptable quotation at the lowest price.

Evaluation Criteria: The USG will award the contract based on the Offeror’s demonstration of a clear understanding of the requirements outlined in the Scope of Work. The USG reserves the right to make a contract award without discussions; therefore, the initial proposal should represent the Offeror’s best terms in terms of cost and pricing. However, the USG may engage in discussions with Offerors whose technical proposals fall within the competitive range.

Pre-Quotation Visit: A pre-quotation site visit will be conducted on July 25, 2024, at 10:00 a.m. local time at the property with address 93 Ada Estate, Masaki, Dar es Salaam. Prospective Offerors/Quoters should contact DarProcurementbid@state.gov to arrange access to the property no later than July 23, 2024, at 4:00 p.m. local time.

Submission Deadline: Quotations are due by August 01, 2024, at 5:00 p.m. East Africa Time. Late submissions will not be accepted. Proposals must be submitted in English, and incomplete proposals will not be considered. We encourage electronic submissions.

Submission Instructions: Your quotation must be submitted electronically to DarProcurementbid@state.gov with the email subject line stating:

RFQ-PR12723825: 93 ADA Painting and Roof Repair. Ensure that the submission is in one of the following formats: MS-Word, MS-Excel, or Adobe Acrobat (PDF). The file size must not exceed 30 MB. If your file exceeds this limit, please divide the submission into separate files, each under 30 MB, and send them in separate emails.

Required Submission Documents: Package One - Technical Proposal. Package Two - Cost/Financial Proposal with a validity of 6 months. Proof of Active SAM Registration, including the SAM Unique Entity ID. Offerors must be registered in the System for Award Management (SAM) database at https://www.sam.gov as required under FAR 4.1102. Failure to be registered at the time of proposal submission will result in the proposal being deemed non-responsible, with no further consideration given. Therefore, interested Offerors are encouraged to register as soon as possible if they have not already done so.

Question on Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the US Government to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.
