Description: NOTICE OF INTENT TO SOLE SOURCE This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source Indefinite Delivery Indefinite Quantity (IDIQ) contract and is not a request for competitive quotes/proposals. The statutory authority for this sole source procurement is prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.
Background: To support operational telephone needs, the Embassy of the United States of America in Kyiv, Ukraine, has to obtain fixed telephone services for the compound and residences, that include lease of dedicated copper communications lines, ISDN-PRI channels (E1), local and international phone calls. The only one source is reasonably available based on the following:
1) requirement to keep and use current telephone numbers in the format +380-44-521-5x-xx considering Martial Law in Ukraine; and 2) unique vendor’s copper landlines ownership. The Embassy of the United States of America in Kyiv, Ukraine, intends to issue an IDIQ contract for a base and two option years with a fixed unit price as a sole source award to Ukrtelecom, PAT or about February 15, 2024. The ordering period will be twelve (12) months with anticipated maximum total contract value of USD 90,000 in which the funding will be obligated at the task order level. The North American Industry Classification System (NAICS) code for this requirement is:
517111 – Wired Telecommunications Carriers. This notice is not a request for proposals or quote. However, all responsible sources may submit a capability statement demonstrating the ability to provide the requested services, which shall be considered by the agency before the intended award date. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided.
No requests for capability briefings will be honored. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested vendors must respond to this notice on or before February 2, 2024, at 15:00 local (Kyiv) time by sending an email to KyivSoicitations@state.gov.
