Intent to Sole Source Award, Roche Diagnostic Corporation, Provide Roche BenchMark Consumbles, Regents, and Service Agreement for existing Roche BenchMark Ultra System and Roche BenchMark Special Stainer

This is a notification of an intent to award a sole source contract to Roche Diagnostics Corporation under NAICS code 325413 – In-Vitro Diagnostic Substance Manufacturing by Indian Health Services (IHS), Phoenix Area Office (PAO), Division of Acquisition Management (DAM) for a five year contract under the authority of FAR 8.405-6, Only One Source.

The Indian Health Service, Phoenix Area Office, Division of Acquisition Management is awarding a contract to Roche Diagnostic Corporation for Roche BenchMark Consumable Supplies, Reagent Supplies and Service Agreement for the Roche Benchmark Ultra Serial No. 317507 and Special Stainer Serial No. 5112172 for one base year and four one year options for the Pathology Department at the Phoenix Indian Medical Center located in Phoenix, AZ.

The Roche Diagnostic Corporation shall provide high quality consumables and reagents required to perform special staining on human tissue for fungus, iron, immunoperoxidease, and histochemical. The special staining is completed for Pathologists to review under microscopes and make a patient diagnosis i.e. cancer, etc. The contractor shall provide support services, service, parts, & maintenance as required/needed, phone support, on-site services, & software updates if necessary or as required.

Due to proprietary rights, Roche Diagnostics Corporation is the only vendor that can provide service at the level of quality required for their Roche equipment.

If you can provide the supplies requested, all responsible sources may submit a capability statement, which shall be considered by the Agency and may be e-mailed to donovan.conley@ihs.gov referencing notice number PIMC-IHS1489132-Lab by 4:30 PM (MST) May 16, 2024. A determination by the Government not to compete this proposed contract acquisition based upon responses to the notice is solely within the discretion of the Government.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not obligate the Government to award a contract or otherwise pay for information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed.

Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.

Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
