Description The U.S. Army Capabilities Program Executive for Simulation, Training, Testing and Threats (CPE ST3), Product Manager Combat Training Instrumentation Systems (PdM CTIS), intends to award a sole source, firm-fixed-price contract to Black Ohm, 100 S McClintock Dr. Ste 200 Chandler, AZ 85226, under the authority of RFO FAR 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
Background & Objective The Soldier Monitoring System (SMS) is the Army’s materiel solution for Soldier monitoring, safety, and training performance analysis. Military training contains significant inherent risk, which is amplified during individual and isolated training such as land navigation. The SMS reduces these risks by providing persistent/real-time geo-tracking and automated alerts.
The objective of this effort is to ensure continuity and delivery of efficient, effective, and quality services of upgraded or new solutions to the nation’s warfighters. Scope of Work The Contractor shall provide life cycle management to ensure SMS technology and equipment are maintained at or above 95% Availability (Ao) and provide necessary support desk capabilities.
This effort enables PdM CTIS to perform life cycle management in support of SMS including Continuous Technology Refresh (CTR), technology insertion, concurrency, upgrades, and disposal. Support services required for this effort include maintaining or providing the following components:
Monitoring Station (MS): Graphical tracking, device status/alerts, and After-Action Review (AAR) playback. The MS normally consists of a laptop and a network connection.
Mobile Monitoring Device (MMD): Portable dismounted devices to monitor and locate Soldiers in the field. MMD normally consists of a tablet and a network connection.
Soldier Worn Device (SWD): Small, rugged, waterproof GPS-enabled radios utilizing an LTE network with Soldier-initiated SOS capability. The SWD's built-in GPS transmits precise location and status data over LTE for real-time monitoring.
Communication Network and SaaS: The SMS network connects devices via commercial cellular and LoRa to an AWS-hosted SaaS platform, accessible through an intuitive UI.
Additional Services: Help desk support, field service, repair/replacement of damaged components, inventory management, training materials, and propagation studies. Period of Performance The anticipated Period of Performance (PoP) consists of one (1) 12-month Base Year and one (1) 12-month Option Year.
Cybersecurity & Compliance Requirements The Contractor must ensure solutions incorporate secure engineering principles in accordance with NIST SP 800-160 and meet DoD Risk Management Framework (RMF) requirements to maintain a FedRAMP Moderate Authority to Operate (ATO). Strict compliance with OPSEC, AT Level 1, and CUI handling procedures is required. Submission Instructions / Public Note THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
However, interested parties may identify their interest and capability to respond to the requirement or submit proposals. All responses received prior to the stated submission deadline will be considered by the Government. The Government is not responsible for any costs incurred as a result of responding to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
