Fire Alarm Workstation

The Vermont Air National Guard (VTANG) intends to award a Sole Source, Firm Fixed Price (FFP) contract to Johnson Controls Fire Protections, LP, 310 Hurricane Lane, STE 2, Williston Vermont 05495 for incident management system (IMS) workstation hardware and software and required programming to support transition of existing fire alarm points from existing system to new.

The North American Industrial Classification System (NAICS) number is 334290, Other Communications and Equipment Manufacturing and the business size standard is 750 employees.

This single source acquisition will utilize procedures in accordance with FAR Parts 12 and 13. The authority for soliciting a single source under simplified acquisition procedures is FAR 13.106-1(b)(1)(i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).

Market research indicates Fire alarm control workstations and the required software/programming are extremely proprietary and require certified service technicians and installers to maintain product and service warranties. From consulting with in-house subject matter experts and the company that provided the last workstation, the only qualified vendor to supply and program a compatible fire alarm workstation is Johnson Controls (owner of Simplex).

The fire alarm workstation involves a large amount of customized programming to implement existing nodes and buildings across the base. This is a notice of the intent to award a sole source contract. It is published for informational purposes only and not as a request for competitive quotations. Therefore, no solicitation document exists for this requirement.

No responses to the notice of intent to sole source are anticipated, however, all quotations/responses received within five (5) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
