NOTICE: This Sources Sought notice is being issued for planning purposes only and does not constitute a solicitation for proposals, offers, bids, and/or quotes. This notice does not commit the Government to award a contract based on any responses. Responses to this notice will assist the Government in identifying potential sources for a Small Business Set-Aside for any future solicitations. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this Sources Sought. Responses to this notice will not be returned.

DESCRIPTION OF SUPPLIES AND SERVICE: The 104th Fighter Wing is seeking an independent expert Environmental Health Consultant with a specialized expertise in both hydrology and in human health risks associated with Perfluoroalkyl and Polyfluoroalkyl Substances (PFAS) contamination. The expert will analyze local, state, and federal site inspection reports along with other pertinent data.

Afterward, they will generate a consolidated report and present the findings with an emphasis on the short and long-term health implications to the community of Westfield, MA associated with local PFAS contaminates. The information will be used to assist the Barnes Air National Guard Base Restoration Advisory Board (RAB) in gaining a better understanding of future remediation investigation work plan reviews. Please review the attached Draft Performance Work Statement (PWS) for a more comprehensive explanation of the required services.

SUBMISSION DETAILS: All interested parties are encouraged to submit a response to this Sources Sought announcement. Responses should address the following questions:

1. Company name, Cage Code/UEI, address, point of contact, phone number, and email address.

2. Identification of whether the company is currently designated as a Small Business IAW FAR Part 19.1.

3. Description of how the company is considered an “expert Environmental Health consultant with a specialization in human health risks associated with PFAS”.

4. What, if any, risks would hinder industry’s ability to meet the requirements? Capability package responses and questions shall be sent electronically to the primary and/or alternate Points of Contact listed in this Sources Sought notice. Be advised that all correspondence sent via e-mail shall contain a subject line that reads “104 FW TAPP Grant Requirement.” Note that Air Force e-mail filters are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e., .exe, or .zip files). If sending attachments with e-mail, ensure only .PDF, .doc, .docx, .xls, or .xsls documents are sent. The e-mail filter may delete any other form of attachments.
