THIS IS A PRE-SOLICITATION NOTICE. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. The US Army Corps of Engineers (USACE) Detroit District is seeking contractors with the capability to provide construction services for maintenance dredging activities in the Monroe Harbor, located in Monroe, Michigan. Scoping statement as follows (updated 25 February 2025): Clear vegetation and remove trees at the Sterling State Park Confined Disposal Facility.

Mobilize dredge to Monroe Harbor and dredge from STA 175+00 Bay to STA 76+00 River to 21 feet below LWD plus 1 foot allowable overdepth and from STA 76+00 River to STA 79+00 River and within the turning basin to 18 feet below LWD plus 1 foot allowable overdepth. Option dredging is within the same limits as required dredging except for increased quantity. Placement is at Sterling State Park within Cell 2 and is restricted to hydraulic placement only. Demobilize when dredging and CDF maintenance work is complete.

The North American Industrial Classification System (NAICS) code for this work is 237990, Other Heavy and Civil Engineering Construction, which has a small business size standard of $37.0 million in average annual receipts for dredging and surface cleanup activities. The Government intends to solicit this opportunity as an Invitation for Bid (IFB). The IFB is intended to be issued as a 100% set-aside for small businesses and the government intends to award to the lowest priced bid that is determined to be responsible.

General Information: The Government intends to issue a Firm-Fixed Price (FFP) Construction Contract.

Hard copy documents will NOT be supplied by the Government to any interested parties as a result of this pre-solicitation notice or the upcoming solicitation.

Please note the Government will not be maintaining a bidders list during the solicitation period. However, vendors are strongly encouraged to review the "Interested Vendors List" found on sam.gov for this requirement. In order for interested contractors to conduct business with the Federal Government, contractors must be registered in the System for Award Management (SAM) prior to any award. Contractors can access SAM free of charge at www.sam.gov.
