Carbon Dioxide (CO2) Request for Information (RFI)

THIS IS A REQUEST FOR INFORMATION ANNOUNCEMENT ONLY! This Request for Information (RFI) is for future planning, market analysis, and market research purposes only. It will assist the Government with determining interest and potential contractors’ capabilities for this requirement. In addition to this, the information received as a result of this RFI will aid the US Government with future procurement strategies for this requirement.

This RFI shall not be considered as an Invitation for Bid (IFB), Request for Quotation (RFQ), Request for Proposal (RFP), or as an obligation on the part of the Government to acquire any products or services. Also, it shall not be considered as a commitment by the Government to award a contract or blanket purchase agreement (BPA). Contractors shall not be entitled to payment for any direct/indirect costs or charges by the Government (due to response submissions to this announcement).

No basis for a claim against the Government shall arise from a contractor’s response to this RFI or the Government’s use of any information provided by contractors. The Government will not pay contractors for any information submitted in response to this RFI. In addition to this, the Government reserves the right to reject (in whole or part) any contractors’ responses submitted for this RFI.

The information provided (by contractors) may be used by the Government in developing its acquisition strategy, performance work statement (PWS), statement of work (SOW), statement of objectives (SOO), requirement specifications, and/or related acquisition requirement documentation. It may also be used for market analysis/research. Contractors responding to this RFI are responsible for adequately marking proprietary or competition sensitive information contained in their responses.

The Government is under no obligation to acknowledge receipt of any contractors’ information received. Contractors’ E-mails or telephone inquiries are not permitted and will not be accepted/acknowledged; responses/submissions will not be returned; and no feedback/evaluation (regarding their submissions) will be provided. This notice does not constitute a solicitation.

Description The Regional Contracting Office Hawaii (RCO—HI) is issuing this RFI as a means of conducting market analysis/research for the following reasons: Determine how many US-based businesses can accomplish this work Ability to deliver gas to US bases in Hawaii Ascertain the availability of carbon dioxide (CO2) gas in the US Determine potential contractors’ capabilities Generate interest within industry Refer to the attached SOW titled “CO2 Statement of Work”.

Period of Performance (POP) The Government has no estimated period of performance dates. Place of Performance The place of performance will be on all US Army Garrison-Hawaii (USAG-HI) bases located on Oahu, Hawaii. The bases are listed below.
