Cable Services Sole Source

The Mission & Installation Contracting Command Center- Fort Liberty intends to award a firm- fixed price contract on a sole source basis (as prescribed in FAR 6.302-1(b) (3)) and Cable Television Franchise Agreement for Fort Liberty (signed 20 September 2012) with Time Warner Entertainment-Advance/Newhouse Partnership to provide Wi-Fi service located at various locations providing service for the 1st Special Forces Command (Airborne) (1SFC(A)) at Fort Liberty, North Carolina.

The offeror shall provide television cable services and equipment maintenance support to the 1st Special Forces Command (1SFC) (Airborne) facilities located at buildings D-2524, E-1351, E-2176 and H-1733 and E-2929 across the Fort Liberty installation. This requirement will have a base period of performance of twelve (12) months that begins 1Mar 2024 through 28 Feb 2025 with four (4) 12-month options.

This requirement will require the contractor to contract and operate a Cable Television System in, along, among, upon, across, above, over, under, or in any manner connected with Public Ways within the franchise area, and for that purpose to erect, install, construct repair, replace, reconstruct, maintain, or retain in, on, over under, upon, across, or along any Public Way and all extensions thereof and additions thereto, such poles, wires, cables, conductors, ducts, conduits, vaults, manholes, pedestals, amplifiers, appliances, attachments, and other related property or equipment as may be necessary or appurtenant to the Cable System.

The North American Industry Classification System (NAICS) code for this acquisition is 516210, “Media Streaming Distribution Services, Social Networks, and Other Media Networks and Content Providers” with a size standard of $47,000,000.00.
