Notice of Intent to Sole Source - Renewal of SIAM Subscription

THIS IS NOT A REQUEST FOR QUOTE (RFQ) AND NO SOLICITATION IS AVAILABLE. The U.S. Department of Energy’s Office of Scientific and Technical Information (OSTI) intends to issue a firm-fixed award to a single source under the authority of FAR 6.302-1(a)(2)(i)(ii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, Society for Industrial and Applied Mathematics (SIAM.)

DOE intends to award this requirement as a sole source contract with a one-year base period and two one-year option year periods. SIAM is the sole provider for access to the required online journals. The incumbent contractor shall provide the Department of Energy (DOE), Office of Science (SC) an online journal subscription for online access to the SIAM journals listed below. Subscription is by calendar year. Access is restricted to the Office of Science.

DOE is provided with a direct link to the website which is listed on the OSTI.gov website under the pulldown tab labeled research tools via the SCeJournals link button. This for the Office of Science and is not publically accessible. The subscription period is for the 2025-2027 calendar years. The North American Industry Classification System (NAICS) code for this requirement is 513120 – Periodical Publishers, with the size standard of 1,000 employees. This notice of intent is not a request for proposals or quotes.

Any vendor who believes it is capable of meeting the DOE-OSTI’s requirement as stated herein may submit a response, which will be considered only if received by August 6, 2024, by 5:00 p.m. EST. Responses to this posting must be in writing and submitted to paynet@osti.gov. A determination not to compete the proposed order based upon the responses to this notice is solely within the discretion of the government. Please note that any prospective offeror must be registered in the System for Award Management (SAM) at www.sam.gov prior to award in accordance with FAR part 4.11.
