INTENT TO AWARD SOLE SOURCE: The Centers for Medicare and Medicaid Services (CMS) intends to negotiate and award a sole source purchase order to the contractor CGI Federal Inc., 12601 Fair Lakes Circle, Fairfax, VA 22033 for a project entitled “ CN80 Bar Code Scanners.” These scanners will be used to support the inventory managers. A quantity of (9) scanners will be required for CMS to perform an adequate inventory controls and accountability system for property under its control.
Under the authority of FAR 6.301-1 10 U.S.C. 2304, Only One Responsible Source and No Other Supplies and Services Will Satisfy Agency Requirements. A justification and approval is currently being processed for this requirement. This requirement is intended as a sole source procurement because CGI Federal Inc. is the sole proprietary of all customers configured software and hardware for use with Sunflower Systems.
Sunflower Systems is the only software allowed to provide accessibility to the Departmental Health and Human Services, Property Management Information Systems (PMIS), which is used to track CMS Property Plant Equipment (PPE) and assures that funds, property, and other assets are protected against waste, loss, and unauthorized use, or misappropriation.
CMS REQUIREMENTS: The Center for Medicare and Medicaid Services needs to purchase (9) each configured mobile computer scanning devises, CN80) to track CMS Property Plant Equipment, including software, installation and testing, server, and scanner software licenses and software and maintenance support.
ODES: The North American Industry Classification System (NAICS) is 541519 (Other Computer Related Services).
INTERESTED PARTIES: All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. In order to qualify as a potential contractor for this procurement, the organization must provide technical literature describing their capability to effectively satisfy this requirement, as well as terms and conditions and a complete price quote within 15 days of this notice, to the following electronic mail address: phillip.harrell@cms.hhs.gov.

However, any future solicitation that will be open to competition will be subsequently issued on Beta.Sam.Gov in order to permit firms to respond.
