1. PURPOSE This Request for Information (RFI) / Sources Sought Notice is issued solely for market research purposes in accordance with FAR Part 10. The Government is seeking information from qualified small and large businesses to assess industry capability, capacity, and interest in performing a building exterior repair and protective coating project at the FDA Pacific Southwest Laboratory in Irvine, California. This notice is not a solicitation, does not constitute a Request for Proposals (RFP), and does not obligate the Government to award a contract or reimburse respondents for any costs incurred in responding.
2. PROJECT OVERVIEW / DRAFT SCOPE OF WORK The FDA intends to procure services to perform preventive maintenance and repairs to restore building appearance, mitigate corrosion and concrete deterioration, and extend the service life of the facility.
Project Location: FDA Pacific Southwest Laboratory 19701 Fairchild Road Irvine, California Facility Description:
Main Laboratory Building (IRV-1): ~145,967 GSF, three wings, two stories with partial basement Chemical Storage Shed (IRV-2): ~1,000 GSF, single-story Coastal environment (~5 miles from the Pacific Ocean)
Anticipated Period of Performance: Approximately 180 calendar days from Contract Award/Notice to Proceed.
3. SUMMARY OF ANTICIPATED WORK The anticipated scope includes, but is not limited to, the following:
A. Structural Steel Coating Repairs Surface preparation of existing steel in accordance with SSPC standards (hand and power tool cleaning) Application of a full multi-coat, corrosion-resistant coating system Work areas include:
Exterior egress stairs (stringers, railings, treads, soffits, underside) Roof access stairs Sunshades on south elevation Main building entrance canopy Chemical storage shed canopy and railings Coatings must meet MPI, AMPP, ASTM, VOC, and manufacturer requirements Coastal exposure durability requirements apply.
B. Concrete Crack Repair Exterior concrete wall crack repairs (visible from 3 feet and longer than 24 inches) Interior concrete crack repairs (walls, columns, slabs) Crack mapping, documentation, and repair per ACI and project specifications Replacement of damaged resilient flooring at interior slab repair locations Coordination required to minimize disruption to occupied laboratory spaces.
C. Operational, Safety, and Environmental Constraints Facility remains fully operational during construction Strict coordination with FDA facility management and security OSHA-compliant fall protection and dust containment Environmental controls for VOCs, debris, and stormwater Work generally limited to weekday business hours. A detailed draft Performance Work Statement (PWS) is attached for reference.
4. INDUSTRY QUESTIONS / VENDOR INPUT The attached Industry Questionnaire is the ONLY information the Government is requesting and will accept in response to this RFI. No separate capability statements, brochures, resumes, past performance narratives, or marketing materials shall be submitted. Only completed questionnaires will be reviewed and considered. Submissions that include additional documentation beyond the questionnaire may not be reviewed.
5. SUBMISSION INSTRUCTIONS Respondents should: complete all sections of the Industry Questionnaire and submit the completed questionnaire in xlsx format by the response due date. Late submissions may not be considered.
