This is a Notice of Intent, not a request for proposal. The National Institute of Health, Clinical Center (NIH-CC) intends to negotiate on an other than full and open competition basis with the following vendor: Philips Healthcare.
Acquistion Description: The Department of Radiology and Imaging Sciences (RAD&IS) provides imaging services to CC patients who participate in research protocols conducted by the various NIH institutes. Imaging services include X-rays, fluoroscopy, ultrasound, magnetic resonance imaging (MRI) scans, computed tomography (CT) scans and interventional radiology (special procedures).
Diagnostic services in ultrasound, digital mammography, positron emission tomography/computed tomography (PET/CT), and nuclear medicine are also provided. All these diagnostic modalities generate clinical diagnostic images that are sent to and archived on the RAD&IS’s Picture Archiving and Communication System (PACS). The departmental radiologists review the diagnostic images and dictate clinical findings using a Voice Recognition system (VRS).
The finds are saved in reports which are stored in the RAD&IS’s Radiology Information System (RIS) and forwarded to the Clinical Research Information System or the Clinical Center’s Hospital Information System (CRIS) which is an Altera Digital Health Sunrise Clinical Manager (v20). We generate ~40000 imaging examinations (CT, MR, PET, XA, US, NM, etc.) per year, but also intake another 30 to 40,000 exams from outside sources (collaborators, screening, outside acquisitions, etc..).
Our current Philips Vue PACS has ~2.3 million exams, of which ~530,000 are NIH generated, with reports from NIH physicians. We have a primary need to replace our Voice Recognition System as it no longer fulfills our needs for stability and accuracy. Our market research has shown that Nuance PowerScribe is desirable among our Radiologist users. As such PowerScribe needs to be fully integrated into our current Philips Carestream Clinical PACS. The statutory authority for this sole source requirement is 41 U.S.C.
253(c) (1) as implemented by FAR 6.302-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.
