This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Redshift Bio located in Boxborough, MA to procure an Aurora MMS system, software and installation.

1. High throughput data acquisition of liquid samples (minimum 30 samples per plate or loading mechanism, plate format preferred) 2. Automated sample analysis (capable of continuous ample analysis without additional user input or monitoring) 3. Software package containing data analysis capabilities including: Second derivative analysis, derivative difference analysis, weighted spectral difference (WSD) analysis, Gaussian spectral deconvolution (required due to variability of vaccines developed at the VPP)* 4. Identification of protein secondary structure differences of (at minimum) 1%* 5. Ability to detect 1% protein secondary structure differences in the presence of common interfering buffer components* 6. Spectral area repeatability ?
98% 7. Thermal ramp capabilities between 25/Ambient and 90C 8. Spectral range of (minimum) 1775 to 1580 cm-1 9. Sample volume ? 50 uL 10. Sample concentration range of 0.2 to 150 mg/mL (to accommodate all VRC clinical product formats) 11. Footprint < 30” W x 30” D, to fit in current facilities 12. Liquid nitrogen free MCT detector.
Sole Source Justification: There are currently no other comparable instruments on the market by any other vendors that are capable of high-throughput standard and thermal ramp analysis of protein secondary structure in liquid samples aside from the Redshift Bio Aurora MMS-IR. No other manufacturers of Infrared spectrophotometers capable of automated, low-volume, high concentration liquid sample analysis was identified.
Any capability statements submitted MUST address all specified requirements and catalog numbers listed within this posting for consideration. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.

A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
