Notice of Intent To Sole Source - ICC National Training

NOTICE OF INTENT TO AWARD SOLE SOURCE. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS/QUOTATIONS. The General Services Administration (GSA), Public Buildings Service (PBS), Office of Architecture and Engineering, intends to award a sole source, Firm-Fixed-Priced (FFP) purchase order utilizing Simplified Acquisition Procedures (FAR Part 13).

The award will be for the anticipated performance period of September 27, 2024, through January 1, 2025. The award will be to International Code Council, Inc. (ICC), where the contractor shall provide 5 live virtual training courses on their construction inspections and code updates to GSA Subject Matter Experts (SME) in twelve geographical regions. ICC as the trademark & copyright owner of the International Building Code (IBC) is cited by GSA P-100 and follow by GSA’s SME.

The live training will provide a scenario-based experience in an interactive virtual environment, and it will be conducted in 5 separate sessions with up to 500 SME per courses. The training sessions will cover navigating the ICC Codes with respect to requirements for safety, code updates, inspection and proficiency. International Code Council, Inc. (ICC) was determined to be the only source that can provide these live virtual training courses.

The intent is for the Government to solicit to a single source using other than full and open competition procedures pursuant to the authority of FAR 6.302-1. Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. However, the Government will consider all responses received by Wednesday, September 18, 2024; 1:00PM ET.

The Government will not be responsible for any cost incurred in preparation of quotes. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a subsequent competitive procurement.
