Description
As published on SAM.gov.
Notice of Intend to Sole Source The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under the authority of FAR 13.106(b)(1), with the GranuTools, located at RUE JEAN-LAMBERT DEFRENE 107, AWANS, 4340, for the acquisition of a Repose Static Angle Measurement System, manufactured by GranuTools to conduct research that will improve understanding of the rheological behavior of metal AM powders for the U.S. industry.
The Production Systems Group (PSG) in the NIST Engineering Laboratory conducts research in metals-based additive manufacturing (AM) to develop and deploy advances in measurement science that will enable rapid design-to-product transformation. The PSG is expanding its measurement science facilities of additive manufacturing (AM) research.
A static angle of repose measurement system (in its basic form) creates a conical pile of granular material onto a flat surface and measures the angle between the slope of the pile and the base plane (flat surface). That is called the "static angle of repose." This measurement can be done using either a protractor arrangement, a silhouette image, or a laser. The static angle of repose is three-dimensional. Therefore, it is desirable to check the conical pile from all sides to estimate the best value of the static angle of repose.
Based on the Government’s market research, only GranuTools is capable of meeting the Government’s needs of this requirement.
The North American Industry Classification System (NAICS) code for this acquisition is 334516 - Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1000 employees or less.
A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
No solicitation package will be issued. This notice of intent is not a request for quotations. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice. Only responses received by 04/17/2025, 11:00 a.m., EST will be considered by the government. Responses shall be submitted via email to hnw6@nist.gov.
