Notice of Intent - High-Value Detainee Interrogation Group (HIG)

PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUES THE ONLY NOTICE THAT WILL BE PUBLISHED The Federal Bureau of Investigation (FBI) intends to negotiate a one-year, sole source, hybrid (Firm Fixed Price and Labor Hour) contract to The KACE Company, LLC. (8T0A5), 44620 Guilford Dr STE 150 Ashburn, VA 20147. The Government intends to negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.

Work to be performed under this contract includes actively seeking innovative research ideas to advance the field of interviews, interrogation and debriefing by rigorously improving existing techniques and/ or developing new strategies. The contractor support was added to the research program to bring valuable psychological and scientific expertise to the program. KACE is the incumbent vendor and is actively these providing services under Contract Number 15F06718C0008214.

This planned one-year contract ensures continuation of essential services while the FBI conducts detailed market research and prepares a solicitation for competition and award of a new contract.

The associated North American Industrial Classification System (NAICS) code for this procurement is 541611: Administrative Management and General Management Consulting Services; and the Product Service code is R499: Other Professional Services This notice of intent is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to this requirement by contacting Tiffany Williams via email only at tnwilliams@fbi.gov, no later than February 21, 2024, at 8am (CST).

Only emailed responses will be considered. Responses shall include the Firm’s Unique Entity Identifier (UEI) number and their business size. Information received will be considered solely for the purpose of whether to conduct a competitive procurement. A determination by the Government not to compete this proposed award upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
