SOFTWARE PROFESSIONAL MANAGEMENT SERVICES

This is a Notice of Intent, not a request for proposal. The National Institute of Health (NIH) National Eye Institute (NEI) Office of Administration Management (OAM) intends to negotiate on an other than full and open competition basis with iTech AG 1220 Fillmore, Suite 400, Arlington, Virginia, to provide professional services and has the most successful deployments of Nuvolo Facilities EAM across Federal and State agencies as well as private organizations.

The National Eye Institute (NEI) Office of Administrative Management (OAM) mission has streamlined processes and made them more efficient. The Facilities Enterprise Asset Management helps NEI and OAM to maintain and manage space and facilities, such as physical locations, all assets, projects, and enables data sharing across NEI.

Therefore, NEI and the Space and facility team have a requirement to obtain Personalized training and management support for our facilities management software (Nuvolo) by iTech AG, LLC. The National Institutes of Health (NIH), National Eye Institute (NEI), and The Space and facility have a requirement to obtain Personalized training and management support for our facilities management software (Nuvolo) by iTech AG, LLC. The overall project objective is that iTech AG, LLC. will provide a part-time development resource devoted to NEI Space and Facility team.

This ongoing support will provide NEI with technical support, configuration, upgrade management, or project-based requirements, including minor enhancements and additional reporting capabilities for the Nuvolo product. NEI will schedule regular meetings with the iTech Project Manager to capture configuration support and any new requirements.

This service is imperative in order to maintain the facilities management software (Nuvolo) updated and running in optimal conditions for the support of all NEI Division of Intramural and extramural research programs. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS.

All responsible sources that could provide the required services may submit a capability statement that will be considered by email to Ms. Van Holley at holleyv@od.nih.gov by 10:00am eastern standard time Friday, March 8, 2024. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
