This is a Notice of Intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institute of Health/Clinical Center/Office of Purchasing and Contracts intends to award a firm fixed-price contract to KARIUS, INC. Redwood City, California 94065 to procure The Karius Test® for Molecular Diagnostic Testing in the Department of Laboratory Medicine (DLM) at the NIH Clinical Center.
KARIUS, INC. is the only vendor that can provide the specialized testing. The testing will be performed by liquid biopsy to detect various pathogens and is only available from this CLIA-certified laboratory. Karius, Inc. is a laboratory that performs specialized molecular diagnostic testing to detect over 1,000 pathogens non-invasively and rapidly screen patients from liquid biopsy specimens.
The continued utilization of this vendor by the Microbiology Service will ensure the uninterrupted acquisition of data, which aids in guiding clinical management and monitoring of patient progress at the Clinical Center. Period of Performance shall be for a base year of twelve (12) months from the date of award with three (3) one year option periods.
The North American Industry Classification System (NAICS) for this procurement 621511. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available.
Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. This notice of intent to award is not a request for competitive quotations. Interested concerns capable of providing the same products or services as described in this notice may submit a capability statement outlining their capabilities. No solicitation is available.
Information received will be evaluated for the purpose of determining whether to conduct a competitive procurement. Capability Statements must be received within the time set forth in this synopsis to be considered by the Government. A determination to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Each response should include the following Business Information:
