The National Institutes of Health, intends to negotiate on a sole source basis, pursuant to FAR 6.302-1, with Colbert Consulting, 7429 Richland Manor Drive, Pittsburgh Pennsylvania, 15208, 412-956-0500 for their strategic planning services. These strategic planning services will be for twelve months. This strategic plan will be a living document. In the coming months and years, the plan may change and adapt to respond to new challenges as the need arises.

On an ongoing basis, NINR will identify and assess pressing health needs and emerging areas of interest where we believe NINR-supported science can make a difference. These strategic imperatives will be added to the strategic plan, and they will serve as the basis for new NINR research and training initiatives. In identifying new strategic imperatives, NINR will regularly engage internal and external stakeholders, including the National Advisory Council for Nursing Research.

New imperatives may also emerge from the NIH Strategic Plan and NIH leadership, the HHS Strategic Plan, Administration priorities, and importantly, through collaborations with other NIH Institutes, Centers, and Offices. Contractor will assist NINR in planning several meetings to advance the NINR strategic plan, such as meetings to identify scientific gaps and opportunities in key areas of interest and inform NINR's contributions to NIH initiatives co-led by NINR.

In collaboration with NINR, the Contractor will develop a series of scientific meetings, for which the agenda, format, and content will evolve based on discussion on opportunities for new research. Contractor will work with NINR to:

• Identify scientific areas of interest and provide input and recommendations for strategic imperatives to support implementation of NINR strategic plan to NINR leadership. • Develop and write scientific material for the Director {including, but not limited to, materials for the public, materials for internal NINR/NIH audiences, scientific presentations, and background materials) related to advancing the Institute's strategic plan. • Provide scientific oversight for five academic lectures, workshops, and other events, meetings, etc. for the Director.

Activities will include {but not be limited to) proposing content for and facilitate to contribute to implementation of the NINR strategic plan.

Develop and coordinate scientific meeting agendas including topics, format, speakers, and timing, in collaboration with existing NINR logistical contract staff, as appropriate. • Review scientific literature and carry out background conversations about review findings with stakeholders to inform meeting agenda{s) and follow-up activities. • Propose, plan, lead, and/or participate in planning meetings with NINR staff.

This is a notice of intent and is not a request for competitive quotes; however, any responsible source who can meet the same requirements listed above may submit a capability statement to the contracting office no later than January 20, 2025 10am, EST. Interest/capability statements may be sent to Ms Van Holley at holleyv@od.nih.gov . Capability statement must demonstrate and describe how the vendor meets all the requirements listed in this notice. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
