NOTICE OF INTENT TO SOLE SOURCE: IAW FAR 5.101 this notice is to advise the public that The National Institutes of Health, Office of the Director (OD) intends to award a sole source, firm fixed price contract to RemedyBiz, Inc, at 43471 Freeport Place Dulles, VA 20166. SCOPE The purpose of this contract is to acquire professional Subject Matter Expert to provide high level strategic budget and financial management planning and execution services for the National Institutes of Health (NIH), Office of the Director (OD) to support budget formulation, presentation, and execution functions in the Office of Budget and Financial Management (OBFM), within the OD Executive Office (ODEO).

BACKGROUND OBFM oversees and supports research and trans-NIH initiatives and requirements in areas of emerging scientific opportunities, rising public health challenges, and knowledge gaps that deserve special emphasis that would benefit from strategic coordination and planning across the NIH Institutes and Centers (ICs). Expert budget management to support these activities in coordination with the ICs is critical to ensure funding is appropriately formulated and executed in compliance with the OD’s mission.

This requirement demands a budget and financial management SME with expertise equivalent to a seasoned NIH Budget Officer.

OBJECTIVES OBFM requires a Contractor with the skills to provide: • Expert in strategic budget planning and management of multiple funding sources (direct, multi and no year funding appropriations) • Expert knowledge and experience developing and managing OD Appropriated and Central Services budgets. • Knowledge and experience in managing the OD’s COVID-19 funding allocations to include the ability to prepare reports to outline the research activities supported by these appropriations. • Detailed knowledge of congressional budget concepts and the legislative process. • Ability to accomplish complex work assignments under tight time constraints. • Extensive analytical, organizational management, and communication skills. • Proven exceptional interpersonal communications skills with staff, senior management, and internal and external stakeholders. • Expertise in the development, coordination, and review of technical guidance, templates and budget submissions for the annual Congressional Justification and the OD Central Services budget formulation process including utilizing the associated systems and databases.

Responsible sources may identify their interest by submitting capability information that clearly demonstrates the capability to perform the required work. Capability information is required by 10 AM ET, , June 10, 2024 to establish the ability of the source to meet this requirement.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs associated with the preparation of responses to this notification.
