Web of Science

The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Clarivate Analytics, of Ann Harbor, MI, for the acquisition of Web of Science Database, to be used in the NIST Library and Museum, in the NIST campus, Gaithersburg, MD.

Sole source determination is based on the need to purchase a subscription to Web of Science WHICH INCLUDES Web of Science-Science Citation Index Expanded, Web of Science-Technology Fee, and Web of Science-conference Proceedings Citation Index (Science + social Sciences.

The Web of Science is a proprietary subscription that provides access to a comprehensive collection of journals, backfiles, and conference proceedings relating to scientific and technical literature, and offers a unique and objective method for scientists to gauge their research impact.

Clarivate Analytics is the owner of Web of Science and retains copyright to all content, is the owner of all rights, titles and copyright of all material contained in Web of Science and is the only exclusive seller with legal right to publish and distribute Web of Science.

Web of Science is the only resource that provides the required journal backfiles to 1900, cover-to-cover indexing, cited reference searches, author identification tools, analysis capabilities and visualization tools, direct links to full text and library holdings information, and fully integrates with Journal Citation Reports.

Additionally, Web of Science provides a tool to search article records from 148,000 proceedings of significant conferences, symposia, seminars, colloquia, workshops, and conventions worldwide since 1991, includes global citation index covering conference literature in all scientific and technical fields, including: Computer Science, Engineering, Environmental Sciences, Medicine, Physics, Agriculture, Biochemistry, Biology, Biotechnology, Chemistry, provides full indexing of conference proceedings from 1991 to present with the ability to save searches as email alerts.

The content coverage and searching capabilities of Web of Science are key in impact analysis to measure NIST research outputs. Clarivate Analytics is the holder of the copyright for all content in Web of Science and the only access point for the Web of Knowledge Platform which contains both the Science Citation Index Expanded (SCIE) and Conference Proceedings Citation Index (CPCI) (Science + Social Sciences) subscription products. Clarivate Analytics does not grant licenses to other publishing companies.

Clarivate Analytics is the only known vendor capable of providing the online subscription to Web of Science. The North American Industry Classification System (NAICS) code for this acquisition is 513210, Software Publisher with a size standard of $47.0M. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by March 11, 2024, 8:00 am, ET will be considered by the Government.
