Cafeteria & Food Truck Services - DLA Susquehanna

BLUF: The Defense Logistics Agency (DLA) NAF Contracting Office, on behalf of the Susquehanna Post Restaurant Fund, has issued Request for Proposals (RFP) NAFUA1-26-R-0005 to award a single concessionaire contract for full-scope cafeteria, catering, 24/7 automated market, and optional mobile food truck services at Defense Distribution Center Susquehanna (New Cumberland, PA). The contract structure consists of a two-year base period (December 1, 2026 – November 30, 2028) with four two-year option periods (up to 10 years total). Concessionaires pay a monthly fee per facility based on the higher of a Minimum Monthly Guarantee (MMG) or a gross sales commission percentage. THE GOVERNMENT WILL NOT PAY FOR THESE SERVICES.

Operational Requirements: The contractor will operate two primary facilities supporting a base population of approximately 4,500 personnel: "Darr's Cafe" in Building 430 (breakfast 7:00–10:45 AM, lunch 10:45 AM–1:00 PM, and on-site catering) and the "Inflight Cafe" in Building 2001 (value-priced breakfast 5:15–10:00 AM, lunch 10:45 AM–12:30 PM, and optional 24/7 unstaffed grab-and-go kiosks). Optional services include operating the government-furnished "Grill Fresh" food truck and executing the annual base Turkey Day event. SCA Wage Determination 2015-4225 applies.

Mandatory Milestones & Deadlines:

• Site Visits Completed: No later than October 23, 2026, at 4:00 PM EDT (advance scheduling required).

• Written Questions Due: No later than October 26, 2026, at 4:00 PM EDT.

• Proposal Submission Deadline: No later than October 30, 2026, at 4:00 PM EDT.
