THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR EITHER A QUOTE OR PROPOSAL, OR AN INVITATION FOR BID. THE INTENT OF THIS SOURCES SOUGHT IS TO IDENTIFY POTENTIAL OFFERORS FOR CONSTRUCTION MANAGEMENT SUPPORT SERVICES FOR THE NAVFAC SOUTHEAST AREA OF OPERATIONS. NO SOLICITATION, SPECIFICATIONS OR DRAWINGS ARE CURRENTLY AVAILABLE. The purpose of this notice is to gain knowledge of qualified and interested parties in the U.S. Small Business Administration (SBA) certified 8(a) business development program.

NAVFAC Southeast (NAVFAC SE) is considering a large purchase contract for construction management services, performed by Construction Managers and Construction Engineering Technicians, to support Space Coast in Cape Canaveral, FL. The work will be in support of NAVFAC SE, Production Design and Construction Business Line.

The contractor shall provide Construction Management and Engineering Technician support services to support the work conducted by the NAVFAC SE Facilities Engineering and Acquisition Department (FEAD). The contractor shall support the policies, procedures, regulations and interests of NAVFAC SE. The Contractor shall be directly responsible for ensuring the accuracy, timeliness and completion of all tasks under this effort.

The Contractor shall be responsible for providing technically qualified personnel to perform the services identified in the statement of work for each task order. Offerors should have current relevant qualifications, experience, personnel, security approvals, equipment, and capability to perform this requirement. This requirement is performance based. Any resulting contract will be a large purchase contract. The contract term is anticipated to be a base period of one year and four one-year option periods.

The total contract value is anticipated to be between $10,000,000.00 - $20,000,000.00 depending on the responses to this sources sought notice along with other market research. The anticipated performance start date is Q4 FY25. The primary NAICS code for this procurement is 541330 with a size standard of $25.5M.
