Open Broad Agency Announcement

This publication constitutes a competitive Broad Agency Announcement (BAA) as contemplated in Federal Acquisition Regulation (FAR) 6.102(d)(2) and 35.016, the Department of Defense Grants and Agreements Regulations (DoDGARS) 22.315(a). The Naval Air Warfare Center Weapons Division (NAWCWD) will not issue paper copies of this announcement. NAWCWD reserves the right to select for award all, some, or none of the proposals in response to this announcement.

NAWCWD provides no funding for direct reimbursement of proposal development costs. Technical and cost proposals (or any other material) submitted in response to this BAA will not be returned. It is the policy of NAWCWD to treat all proposals as sensitive competitive information and to disclose their contents only for the purposes of evaluation.

This BAA is intended for proposals related to the administration of a postdoctoral fellowship program in which the awardee will execute all efforts necessary to facilitate postdoctoral fellowships at NAWCWD in basic research, applied research, or advanced technology development. See attachment entitled "Response Instructions" for specific instructions on how to respond to this BAA.

All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal/public/SAM/. Contractors must be certified through Defense Logistics Information Services (DLIS) in order to access Controlled Unclassified Information (CUI) or Export Controlled Information. Access to CUI is limited, to a single point of contact (POC) per CAGE code, who is listed as the Data Custodian on the DD 2345 and approved by Defense Logistics Agency (DLA).

The DD 2345 must be approved prior to requesting access to CUI in SAM.gov. Contractors are responsible for coordinating with their CAGE code’s Data Custodian POC to request access to CUI.
