Commander Fleet Readiness Center (COMFRC) Procurement Group (PG) Patuxent River, MD 20650 hereby gives notice of their intent to award a purchase order to Oerlikon Metco (US) INC. to meet the requirement for annual calibration and certification, and emergent service of Government owned plasma spray equipment. The plasma spray booths were manufactured by Oerlikon Metco (US)

INC. (Cage Code: 93346) the Original Equipment Manufacturer (OEM). This procurement will be made on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) 13.106-1(b)(i), only one source reasonably available and no other supplies or services will satisfy agency requirements. Fleet Readiness Center Southeast (FRCSE) located in Jacksonville Florida has a mainteneance requirement for existing, Government owned Oerlikon Metco plasma spray booths.

FRCSE manufactures various aircraft parts needed for aircraft depot-level maintenance. Once a part has been manufactured, the plasma spray booth are used to apply a protective coating in defense of excessive wear and corrosion. Annual calibration is required to ensure the equipment runs effectively and maintains an even coat on every part. Emergent services are required to respond to any equipment problems and reduce risk of work stoppage for depot-level maintenance.

Oerlikon Metco (US) Inc. is the Original Equipment Manufacturer (OEM) for the existing plasma spray booths, and is the sole owner of the proprietary data necessary to calibrate, certify and service the spray booths. For this reason, the government intends to procure these services on a sole source basis from the OEM. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES.

However, all responsible sources may submit a capability statement, which, if received by the Date Offers Due in the General Information section of this notice, will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
