THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. ALL CAPABLE LARGE AND SMALL BUSINESSES THAT ARE INTERESTED ARE ENCOURAGED TO SEND IN A CAPABILITY PACKAGE. Response deadline: 1000 am EST on 12 June 2024. This Sources Sought RFI is hereby synopsized pursuant to FAR Subpart 5.2 and FAR Part 10 to ensure the pending solicitation enhances competition. Responses will be utilized to determine if any competitive Small Business Set-aside opportunities exist. All Small Business Set-aside categories will be considered.

This market research tool is being used to identify potential and eligible firms, of all sizes, prior to determining the competitive method of acquisition and issuance of a solicitation. Any resultant solicitation(s) will be released on SAM.gov. It is the responsibility of the potential offerors to monitor this website for additional information as the direct method of communication with the Government.

A pre-solicitation notice will be issued pursuant to FAR Subpart 5.204, and the Government intends to issue a draft solicitation, if time allows.

BACKGROUND & CLASSIFICATIONS Historical Contract N6883618P0144 (awarded sole source to George Koch Sons, LLC, contract expired 4/30/2020) Product Service Code (PSC) J053 MAINT/REPAIR/REBUILD OF EQUIPMENT- HARDWARE AND ABRASIVES North American Industry Classification System (NAICS) Code 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance Place of Performance Jacksonville, Florida USA REQUIREMENT: Commander, Fleet Readiness Centers, Procurement Group, Patuxent River, MD is seeking potential business sources to provide Preventive and Emergency maintenance on the anodize line and support equipment located at the, building 794, Fleet Readiness Center Southeast (FRCSE), Naval Air Station (NAS) Jacksonville, FL.

The Fleet Readiness Center Southeast (FRCSE), located in Jacksonville, FL, is an industrial facility that reworks, repairs, and overhauls various aircraft, engines, and components. FRCSE procured an Aluminum Anodizing Process Line in FY16 to produce a coherent protective oxide film protective oxide film on aluminum alloys through an electrochemical oxidation processing. The Aluminum Anodizing Process Line (Anodize Line) is custom engineered machine.

The line consists of (13) process tanks, material handling automation, process controls, ventilation, and all support equipment necessary to provide capabilities to perform Type IC, Type II, and Type III Anodize of parts. The Anodize line and associated equipment have been engineered and installed according to SOW VIBB-20-1019 (contract SPM4A8-16-M-0005) and all functions thereof are a part of the overall automation, HMI, and control system designed.

The anodize line chemically changes the surface of aluminum components to improve corrosion resistance and hardness. The FRCSE does not have the capacity or ability to perform the required maintenance to keep this system maintained and ready to meet the fleet demand requests for these components and parts that need repaired.

The FRCSE therefore requires assistance with the Preventive Maintenance and Emergent Repairs of this anodize line to ensure they are ready and available to perform anodization as required when required.

This requirement is for the contractor to provide subject matter expertise, personnel, equipment, supplies, transportation, tools, materials, supervision, and other items necessary to perform Preventive and Emergency maintenance on the anodize line and support equipment located at the, building 794, FRCSE, Naval Air Station (NAS) Jacksonville, FL, as defined in the attached Performance Work Statement (PWS).

All work performed will enable FRCSE to continue the production line and ensure the anodize line is repaired in a timely manner if it breakdowns. Support will include the ability to provide technical support, Programmable Logic Controller (PLC) programming, Human Machine Interfaces (HMI) software modifications, and the specific parts required for repair, maintenance and emergency services.

All functions of the anodize line maintenance and service are facilitated by an overall automation process that is controlled by proprietary HMI software (AUCUS) and executed by proprietary custom components designed by the Original Equipment Manufacturer, the Walgren Company (now a division of KOCH Finishing Systems). The equipment requiring service is listed in the attachment Parts List. The exact contract type is still in development, based on the requirement and future projection of performance needed.

CAPABILITY STATEMENT SUBMISSIONS: Responses to this notice should describe the Contractors capability and experience with performing Preventive and Emergency maintenance services on anodized lines and other contracts of this type of work. Respondents may also present any potential plan to team with other capable companies as a Joint Venture, or Prime-Sub relationship.

It is requested that respondents include its major products/services, primary customer base, number of employees, annual revenue history, office location, CAGE Code, and a statement regarding its current Small Business Administration (SBA) business size and socio-economic classification under NAICS code 336411 to help the Government ascertain competitive capability. Again, the purpose of this phase is to determine viable competitive capabilities.

Responsible sources are encouraged to respond to the questions listed in the attached Anodize Line Maintenance Capabilities Questionnaire Excel spreadsheet via email to the points of contact listed below. You may use any formatting desired to answer the questions, and also share additional capability information if beneficial to better describe capability and interest in the pending procurement.

Again, the deadline for responses is 1000 am EST on 12 June 2024.
