Notice of Intent to Sole Source LPC 1st Stage Vanes and LPC Stage 1/2 Disk

The Commander Fleet Readiness Centers (COMFRC) Procurement Group, Patuxent River, MD 20670 hereby gives notice of their intent to award a purchase order to Surface Enhancement Technologies;

3929 Virginia Avenue Cincinnati, OH 45227 (Cage Code: 3AV35) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(i), only one source reasonably available and no other supplies or services will satisfy agency requirements. The Fleet Readiness Center East (FRCE) has a requirement including the modification and of the LPC 1st Stage Vanes and LPC Stage ½ Disk that are key component of the Rolls Royce Pegasus F402-RR-408A/B Engine.

Modification of these Vanes and Disk results in elimination of safety concerns for Vane and Disk cracking. LPC1 Vane cracking has previously led to catastrophic loss of aircraft. The modification process performed only by Surface Enhancement Technologies, which includes performing a surface treatment called LPB on the Engine Vanes and Disk. Rolls Royce is the Original Equipment Manufacturer (OEM) that no longer provided service.

For this reason, the government intends to procure these products on a sole source basis from Surface Enhancement Technologies (CAGE Code: 3AV35). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within five (5) calendar days after the date of the publication of this synopsis, will be considered.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
