The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate a sole source, Fixed Price Indefinite Quantity Indefinite Delivery contract to Gould & Bass Company, Inc. (Gould Bass) (CAGE 7Z769) in Pomona, CA for the procurement of Stationary Magnetic Particle Unit Production Units (SMPU) (PN GB-3509-01), Magnetic Particle Inspection Quality Control Set (consisting of a Digital Shunt Meter PN DTM-25A, Quick Break Tester PN QBT-A, and Gauss Meter PN MD-220) for Support Equipment and associated non-recurring engineering deliverables.

The Government intends to procure the above items under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Gould Bass is the design activity and is the OEM of the SMPU.

While Gould Bass retains authorized distributors for hardware, authorized distributors would not have the ability to complete the Government’s technical data requirements for this effort. Gould Bass is the only source with the requisite knowledge, experience and technical expertise to produce production replacement systems for the US Navy/Marine operational environment without a developmental effort to meet the Navy’s requirements.

The Government does not own and Gould Bass will not sell the complete build to print technical data to compete the requirement for new production units. This program will resolve obsolescence issues with the legacy Alternate system and provide a drop-in replacement for the legacy alternate systems without any development required. This notification is not a request for competitive proposals.

However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

No solicitation will be available for this procurement. Responses stating interest must be received within fifteen (15) days of publication of this notice.
