The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst intends to solicit and negotiate on a sole-source basis with Baker Hughes, d/b/a Druck LLC, CAGE Code: 1CE49, for the procurement of Air Data Test Sets, P/N:

ADTS405-5643 and NSN: 4920-01-656-6280 in support of the KC-130J Program. This Air Data Test Set is required to perform maintenance tasks on the C-130 aircraft. The Government intends to solicit this requirement on a sole-source basis under the statutory authority of FAR 12.102(a), which states, for decisions to restrict competition for acquisitions valued at or below the Simplified Acquisition Threshold (SAT), to document the decision that only one source is available, and the basis for the decision.

The Air Data Test Set is solely manufactured and distributed by Druck, LLC as the Original Equipment Manufacturer (OEM), who has confirmed that they do not have authorized distributors. The OEM owns the proprietary rights to the drawing and design of this equipment, and is not selling any of the rights. Druck, LLC is the only source with the requisite knowledge, experience, technical expertise and technical data to provide the required Air Data Test Set.

There are no other manufacturers or approved distributors identified that are able to meet the Government's requirement, and no other item can be sourced to meet this requirement. A solicitation will NOT be posted following the close of this synopsis, unless alternate offerors are identified. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen (15) days after the date of publication of this synopsis.

Registration in the System for Award Management (SAM) at https://www.sam.gov is mandatory for consideration. A determination by the Government not to open this requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Information provided herein is subject to change and in no way binds the Government to solicit for an award of a contract.
