Waveguide Components

The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to solicit and negotiate on a sole source basis with FLANN MICROWAVE LIMITED, (CAGE K4055) in Bodmin, UK for the procurement of the items ATTACHED for Waveguide components that are required to calibrate Radio Frequency (RF) Microwave test instruments. The Government intends to procure the above items under the statutory authority of Title 10, U.S.C.

Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Flann Microwave Limited is the only company that can manufacture all components Navy Primary Standard Labs (NPSL) requires with the directivity and Voltage Standing Wave Ratio VSWR specification meeting NPSL’s repeatability and uncertainty requirements which are:

Obtain a less than 2% Probability of False Acceptance (PFA) and a less than 15% Probability False Rejection (PFR).

REF: NAVAIR Instruction 17-35TR-01. This pre-solicitation is not a request for competitive proposals. However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government.

Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement. Responses stating interest and ability to meet the exact requirement must be received within fifteen (15) days of publication of this notice.
