FMS E-2D Hydraulic Test Stand and Corrosion Cart

The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCAD LKE) intends to solicit, negotiate, and award a firm-fixed price contract on a sole source basis with Hydraulics International, Inc. (CAGE 56529) for the procurement of Cart, Corrosion Control, Large (P/N:

051496-100), Cart, Corrosion Control, Small (P/N:

051497-100), Test Stand, Hydraulic Portable, Diesel (P/N:

040489-100), and Electric Hydraulic Power Supply (P/N: 040499-100) to support Foreign Military Sales (FMS) E-2D Japan and France program. Hydraulics International, Inc. is the Original Equipment Manufacturer (OEM) and owns the proprietary data necessary for manufacturing the support equipment. The Government does not have the data rights for this part to allow for a competitive requirement. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, 10 U.S.C.

3204(a)(1) “Only one responsible source and no other supplies or services will satisfy agency requirements” for this action. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration.

A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
