Vacuum Furnace

The Naval Air Systems Command (NAVAIR), Lakehurst, NJ has a requirement to procure a Vacuum Furnace for the Prototype, Manufacturing, and Test Division (PMTD), Lakehurst, New Jersey through a Firm Fixed Price contract, in accordance with the attached Statement of Work (SOW).

The Government intends to procure the above items through a total small business set-aside. (i) THIS IS A COMBINED SYNOPSIS/SOLICITATION for Commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation number is N68335-24-Q-0215 (iii) The solicitation and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2024-04. (iv) This solicitation is open to small businesses.

NAICS is 333994. PSC code is 4430. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Award shall be made to the offeror whose quotation is deemed technically acceptable and is lowest price. The Government will evaluate quotations based on the following evaluation criteria: 1) Technical Description; and, 2) Price.

1. Technical Description: The Government will evaluate whether the quoter has included a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. Quotations that do not include a technical description of the items being offered or do not include a technical description of the items being offered in sufficient detail to evaluation compliance with the requirements in the solicitation, will not be considered for award.

2. Price: The Government will evaluate price for reasonableness. Delivery shall be FOB Destination (FAR 52.247-34). Early deliveries are acceptable at no additional cost to the Government. The anticipated delivery date is 60 days after receipt of order and ship to address is as follows:

Proposals shall include price and technical write-up, be “FOB: Destination”, with inspection and acceptance at “destination.” Hard copies of this Combined Synopsis/Solicitation and Amendments will NOT be mailed to the contractors. The Government will accept only electronic proposals. Please note that the offeror’s SAM.gov entity registration needs to be active at the time of proposal submission through award in order for the offeror to be able to receive an award.

Attachment I- Statement of Work (SOW) Attachment II- CLIN Structure Q & A Question from Vendor: Please advise on the following clarifications requested by the manufacturer. Installation of the equipment cannot be offered until we get a better definition of scope of work. We would need to know more information before we can include these cost. We don’t know where the furnace will be located within the facility or if there are any obstacles to maneuver around. Once a location has been established, we can re-visit installation services.

Answer: The furnace location is in a very accessible spot which is why NAWCAD LKE had not included the details or felt the need to have a site visit. To give details, it is about 75-100 ft down an at least 10ft wide walkway from a large roll door that goes out to essentially a parking lot. The height of the space is easily over 20ft tall so there shouldn’t be any issues there. There are no other obstacles in the way to note aside from other machines off the walkway.

Question from Vendor: Would the Government consider an extended delivery date?

Answer: The delivery date requirements remain as outlined in the solicitation, as 24 weeks.
