Intent to Sole Source Camp Lemonnier Djibouti no-code mobile application and web-based Administrative Portal

The Department of Navy intends to award a purchase order on a sole source basis with QUICKSERIES PUBLISHING INC. The proposed requirement is to provide Camp Lemonnier Djibouti (CLDJ) with a no-code mobile application and web-based Administrative Portal serving as an all-in-one installation resource. The app will keep personnel and the CLDJ community connected to current base information, services, newcomer guidance, events, contacts, and support resources.

The Contractor shall prepare and coordinate the required application information and submissions with the Department of the Navy Sea Warrior Program (PMW 240). PMW 240 retains responsibility for Navy review, authorization, and approval for listing in the Navy App Locker. The estimated value is approximately $24,000. The anticipated award date is approximately 09/21/2026.
