PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6-Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.
This procurement is being solicited as 100% small business set aside. The North American Industry Classification System (NAICS) Code for this acquisition is 335999; the Small Business Size Standard is 600 employees. Incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular (FAC). Request for Quote (RFQ) Number is N66604-24-Q-0324.
The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) intends to award a Firm Fixed Price Type purchase order for the following Anritsu brand name only, no substitutions allowed basis.
CLIN 0001: Diode, Laser, 1.4um, FBG LD Module, 400mW, 1445nm, Anritsu Part #AF4B240FU450F; ten (10) each CLIN 0002: Diode, Laser, 1.4um, FBG LD Module, 400mW, 1455nm, Anritsu Part #AF4B240FU550F; ten (10) each CLIN 0003: Shipping The Anritsu Laser Diode is required to confirm continuation of acceptable optical communication test solutions within a pre-deployed system and continuity within the same testing platform currently in use.
Anritsu parts make up 62% of the analyzing system and they are integral to the research and development applications of the team. If another brand of laser diodes were to be used, it could lead to incorrect test data that would lead to a significant amount of labor and materials being wasted. The additional costs are not acceptable to the Navy and would result in the overall prototype system evaluation not meeting the required performance metrics. The required shipping method is F.O.B.

To be considered technically acceptable, the Offeror must:
1. Submit a quote for Anritsu lasers brand name basis only, no substitutions allowed, in the required quantities as listed in the table above for all CLINs.
2. The Government will consider past performance information in accordance with DFARS Provision 252.213-7000 where negative information within Supplier Performance Risk System (SPRS) may render a quote being deemed technically unacceptable. Additional terms and conditions:
1. Contractor MUST have an active registration in SAM at the time of quote submission.
2. Quote must be valid for 90 days.
3. The Government’s method of payment will be electronic payment via Wide Area Workflow (WAWF).
4. Offeror shall include item prices, shipping costs, delivery terms, and the following additional information with the submissions: point of contact (including phone number and email address), Contractor CAGE Code, and Contractor SAM Unique Entity ID. The quote may be submitted via email to debra.j.dube.civ@us.navy.mil and must be received on or before Wednesday, 16 April 2025 at 1400 EST.
