Q1: Are there any schematics to review?

No Q2: Details regarding where the tankers will be located and their proximity to the barge?

A2: See attached for a google earth view of the facility. The current tanks are circled in red. And the location of the boiler is labeled.

Q3: What distances need to be covered?

A3: Aproximately 430 ft Q4: What fittings/valves are required to connect to the barge?

A4: Currently use the existing hoses from the tanks to the boiler and is a a simple attachment at the tanks.

Q5: Is the heating system located on or near the barge?

A5: The boiler is inside the barge in the location indicated in the attached picture.

Q1: Could you provide the gallon usage of propane for the last three calendar years?

A1: The average usage over the last 3 years is about 3500 gallons per year.

Q2: Could you clarify the usage codes, i.e., what specific purposes is the propane used for at the facility?

A2: The propane is used to run a boiler that heats the test barge.

Q3: Is this solicitation for a new installation, or is there a current vendor providing these services? If [there is an incumbent], can you confirm the incumbent's name, contract number, and contract value?

A3: No this is not for a new installation. Yes, there is an incumbent vendor. Incumbent is Suburban Propane, Contract number N6660420AJ001.

Q4: Are potential vendors allowed access to the site for visual inspection purposes only?

This solicitation will be open for less than 15 days, in accordance with FAR 5.203(a)(2).

Request for Quotation (RFQ) number is N66604-24-Q-0429. This procurement is being solicited as a 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) Code for this acquisition is 221210 - Natural Gas Distribution. The Small Business Size Standard is 1,150 Employees.

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a Single Award, firm fixed price (FFP) five-year Blanket Purchase Agreement (BPA) for the lease and delivery service for two (2) 1,000 gallon propane tanks at the Dodge Pond Acoustic Measurement Facility in Niantic, CT. in accordance with BPA Information provided in the attached RFQ and Visitor Authorization Request Information.
