RTI Connext Anywhere Software

This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6-Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. In accordance with FAR 5.203(a)(2) this solicitation will be posted for less than fifteen (15) days.

Request for Quote (RFQ) number is N66604-24-Q-0310. This requirement is being solicited as unrestricted. The North American Industry Classification System (NAICS) Code is 541519. The Small Business Size Standard is $34,000,000.00. The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) intends to award a Firm Fixed Price Type purchase order to Real Time Innovations (RTI)

(CAGE Code: 03FH8) on a Sole Source basis in accordance with FAR 13.106-1(b). The existing models are all based upon Real Time Innovations software and its database format. Existing processes are in-place at NUWCDIVNPT utilizing this software. The support software being procured is direct support for RTI Connext Anywhere which is already in place. This notice of intent is not a request for competitive proposals.

A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Contract Line Item Number (CLIN) structure is identified below:

CLIN 0001: Quantity of one (1) Basic Support for Research Project License to RTI Connext Anywhere, Part #: 815-30-60-30 with a Period of Performance of one year.

CLIN 0002:

Option Year One: Quantity of one (1) Basic Support for Research Project License to RTI Connext Anywhere, Part #: 815-30-60-30 with a Period of Performance of one year.

CLIN 0003:

Option Year Two: Quantity of one (1) Basic Support for Research Project License to RTI Connext Anywhere, Part #: 815-30-60-30 with a Period of Performance of one year. The required Period of Performance (PoP) is three (3) Years. The Government has determined that this requirement contains a 508 exception in accordance with FAR 39.204(a)(3) Exceptions. Incorporated provisions and clauses are those in effect though the most current Federal Acquisition Circular (FAC).

In accordance with DFARS Clause 252.211-7003, the contractor shall provide a unique item identifier (UID) for all delivered items for which the Government's unit acquisition cost is $5,000.00 or more. Payment will be via Invoice, Receipt, Acceptance and Property Transfer (iRAPT), formerly known as Wide Area Workflow (WAWF)).

Offerors shall include price, shipping costs, delivery terms, and the following additional information with the submissions: point of contact (including phone number and email address), and Offeror’s CAGE Code, and the quote shall include a validity date of no less than 60 days from due date for receipt of offers. Active registration with the System for Award Management (SAM) is required prior to award, pursuant to applicable regulations and guidelines.
