N66001-24-R-0060 Notice of Intent to Award Sole Source

N66001-24-R-0060; Synopsis – Brandywine Communications Naval Information Warfare Center (NIWC) Pacific hereby publicizes its intention to solicit, negotiate, and award a sole-source, indefinite-delivery/indefinite-quantity contract with Brandywine Communications of Tustin, CA, for a follow-on contract to N66001-19-D-0071, which expires in September 2024. This action will provide both shore and fleet users with parts and modules for various configurations and continuing sustainment and maintenance of the Navy's existing ruggedized Time and Frequency Distribution System (TFDS), which is specifically fabricated for the Navy submarine communication community.

It will also provide for the procurement of new TFDS systems and components for Virginia and Columbia Class submarines. Brandywine is the proprietary source of the TFDS drawings, technical data, and troubleshooting guides. Brandywine modules are mechanically different than other timing systems (in size and connectivity). Authority for other than full and open competition is 10 U.S.C. 3204(a)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.

The TFDS is a program of record under the President’s budget. National Stock Numbers (NSN) have been assigned to all TFDS modules and full life cycle support is provided to all TFDS modules under this program of record. The use of any other source for this acquisition would result in unacceptable delays because of the logistical burden of implementing a competing system(s) for fielded equipment (e.g. supportability, training, spares, drawings, installation support, etc.).

The additional cost of introducing a competing system would not be offset by potential cost savings from a competitive procurement. Therefore, it has been determined that Brandywine Communications is the only source that can perform this effort without substantial duplication of costs. Be advised that the aforementioned information is anticipatory in nature and is not binding.

This notice is not a request for competitive proposals; however, any firm believing that they can fulfill the requirement of providing this equipment may be considered by the agency. Interested parties shall identify their interest and capabilities in response to this synopsis, and must clearly show the firm's ability to be responsive. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

A determination by the Government to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 334290, and the size standard is 800 employees.

The anticipated period of performance will be approximately one (1) year with four (4) option periods of one (1) year each, for a total possible performance period of five (5) years. The estimated value of the effort is $8.2M. Questions and/or responses are due by 10 September 2024 at 1630.
