A determination by the government not to compete based upon responses to this combined synopsis/solicitation is solely at the discretion of the government. However, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.This enclosure is an addendum to FAR provision 52.212-1, Instructions to Offerors ? Commercial Products and Commercial Services, which applies to this acquisition.
