The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific), hereby publicizes its intention to solicit, negotiate, and award a Commercial, Firm-Fixed-Price purchase order on a non-competitive basis with Key Solutions Inc (CAGE CODE 3UBH5) of Fremont California.

The requirement is for eProtocol IRB software to include the following; CLINProductDescription 0001IRB Software ModuleHRPO & CMO Forms 0002IRB Software ModuleeProtocol Maintenance Base Year for period September 2024-August 2025 0003IRB Software Module eProtocol Maintenance Option Year 1 for period September 2025-August 2026 0004IRB Software Module eProtocol Maintenance Option Year 2 for period September 2026-August 2027 0005IRB Software Module eProtocol Maintenance Option Year 3 for period September 2027-August 2028 0006IRB Software ModuleeProtocol Maintenance Option Year 4 for period September 2028-August 2029 A determination by the government not to compete based upon responses to this notice is solely at the discretion of the government.

This notice is not a request for competitive quotes; however, interested parties may identify their interest and capabilities in response to this notice, and must clearly show the firm's ability to be responsive without compromising quality, accuracy, and reliability. Capability statements, comments, questions, or concerns regarding this notice shall be submitted via e-mail.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement The applicable NAICS Code is 513210 Software Publishers, and the business size standard is $47 million. Be advised that the aforementioned information is anticipatory in nature and is not binding. A copy of the Request for Quote will be made available upon request.

To respond to this announcement, you must be registered to the NIWC E-Commerce website at NAVWAR E-Commerce Central (navy.mil) and upload your inquiry under NIWC Pacific/Simplified Acquisitions/N66001-24-Q-6332.
