THIS REQUEST FOR INFORMATION (RFI) NOTICE is being issued by the Department of the Navy, Naval Surface Warfare Center, Philadelphia Division (NSWCPD). NSWCPD has a requirement for three (3) Blow-In Door Control Panels for the U.S. Navy ships. The cabinets must be built to design requirements provided in the attachments. The purpose of this Sources Sought is to obtain vendor feedback to determine if commercially available components comply with the specified design requirements.
Vendors will be required to provide installation drawings, sketches, and instructions that specify the foundation and welding configuration. This information is needed to support required shock qualification (Grade A per MIL-S-901D) and vibration testing (MIL-STD-167) for the Blow-In Door Control Panels that will be completed by the Government upon receipt. Vendors should consider the aforementioned shock and vibration specifications when providing the panels.
NAVSEA can provide example shock and vibration test plans for vendors’ information. The purpose of this RFI is to obtain vendor feedback to determine if commercially available components comply with the specified design requirements, similar or better to the design requirements cabinets that are provided in the attachments. Respondents are requested to respond to the following questions: Does your company already manufacture control panels that comply with the proposed requirements listed in the attachments?
If yes, please list circuit card types and model numbers. If you do not have any fully compliant controllers already in your product line, do you have the capability to manufacture and test (as needed) control panels that fulfill with the proposed requirements listed in the attachments as a Form-Fit-Function replacement? If no, please explain. Do you have any feedback to improve the requirements or modernize the components on the control panel?
Responses shall be in electronic format (MicrosoftWord or PDF preferred). A cover page for the response shall be included. The cover page shall include the company name, address, CAGE Code, Business Size Status for North American Industry Classification System (NAICS) code 335999 -- All Other Miscellaneous Electrical Equipment and Component Manufacturing, and points of contact (names, email, and telephone numbers) at a minimum. NSWCPD will accept only electronic unclassified submission of responses.
Responses shall be sent to Jillian Randazzo at jillian.randazzo.civ@us.navy.mil with the subject line "RFI N6449824R4999." All responses shall be unclassified and submitted no later than 03:00PM EST on 19 January 2024. This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government.
The Government is NOT seeking or accepting unsolicited proposals Government WILL NOT PAY for any information received in response to this pre-solicitation notice, and the Government will not compensate the respondent for any cost incurred in developing the response to this pre-solicitation.
The Government will not release any information marked with a proprietary legend received in response to this pre-solicitation to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Please be advised that all submissions become Government property and will not be returned.
