This is a synopsis/presolicitation notice for a competitive, non-commercial supply purchase. The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to award a Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract with an ordering period of 5-years as a result of this notice.
First Article Testing will be included as CLIN 0001 with an estimated max quantity of 15 production units to be ordered in year 1, an estimated max quantity of 44 production units to be ordered in year 2, an estimated max quantity of 4 production units to be ordered in year 3, an estimated max quantity of 9 production units to be ordered in year 4. The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of Defense entity responsible for research and development, test and evaluation, engineering and fleet support organization for the Navy’s ships, submarines, military watercraft and unmanned vehicles.
This requirement is for NSWCPD Code 447, which is responsible for Electrical Energy Storage & Auxiliary Electrical Power Systems. The contractor shall design a prototype UPS and bypass switch that shall pass first article testing under the requirements of MIL-DTL-24765B. This needs to be completed prior to the manufacture and delivery of the “lab asset”. A DRAFT copy of the Statement of Work is attached to this announcement. This solicitation shall be issued on an unrestricted basis.
A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
