Calibration Standards Management Support (CSMS)

The contract action was not awarded competitively and was not fixed-price. The contract was awarded to Oneida Professional Services, LLC on a cost plus fixed fee type contract to provide calibration standards and managemnt support to the NAVAIR METCAL program including Ready Issue Activity and Calibration Standars Asset Managemnt. The Government required the contractor to devote a specified LOE for a stated time period rather than stating a definite goal or target as defined in FAR 16.306(d)(2). Therefore, the Government deemed a CPFF LOE Contract to be the most advantageous, due to the inability to adequately predict the workload of the requirement over a five-year period.
