5810 - INTENT TO SOLE SOURCE ROVER 6S AND ACCESSORIES

Naval Supply Systems Command Fleet Logistics Center San Diego (NAVSUP FLCSD) has a requirement to procure the Rover 6S with the Enhanced Antenna Kit and Laptop will allow Naval Aviation Warfighting Development Center (NAWDC) Joint Close Air Support (JCAS) for specialized Field Training. NAVSUP intended to award purchase order on a sole source basis to L3 Harris. in accordance with FAR 13.106-1(b)(1).

L3 Harris. has been found to be the only company capable of providing the required Rover 6S Transceiver and Accessories. Market research indicates there is no other vendor reasonably available to meet the agency’s needs which are summarized below.

Naval Aviation Warfighting Development Center (NAWDC) Joint Close Air Support (JCAS) Branch personnel have an evolving requirement to view aircraft targeting pod video downlink (VDL) during live fly range events from a Tactical Operations Center (TOC) and from observation posts (OP) at varying distances from target areas in the Fallon Range Training Complex (FRTC).

Having the capability to view that information greatly enhances situational awareness, shortens the time to complete the mission, and greatly enhances safety. The ROVER 6S with the Enhanced Antenna Kit and Laptop will allow JCAS personnel to view the VDL from a greater distance than traditional hand held devices and it will work more effectively in a “noisier” radio frequency (RF) environment, such as NAS Fallon. An additional benefit is that this specific equipment is used throughout the DoD.

Having the ROVER 6S in the JCAS inventory will allow local and visiting personnel to train with it for familiarization and proficiency. This is a notice of intent to sole source synopsis, not a solicitation or a request for competitive quotations. This is not a set-aside of any kind. Any interested party that believes they should be considered as capable of fulfilling this requirement should submit a capability statement of their related products or services to be reviewed for technical content. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government’s acquisition strategy.
